From the low-level hum of the engines and the field of stars beyond the windows, Spock knows that he is aboard a starship. The colour-coded uniforms he sees, augmented with a stylised insignia matching his own, tell him that this is a Federation ship, most likely the Enterprise or a ship modelled after her.

But this is not Spock's Enterprise.

The spacious lounge area he is standing in is larger than any of the recreation rooms aboard his ship, the lighting is less harsh (which Spock prefers), and - he notes with disapproval - alcohol is being served.

Common practice would be to blend in, and try to ascertain his exact location - in time and space - before deciding on what to do next. He is a Starfleet officer, like the majority of the men and women populating this area, but Spock hesitates before initiating 'first contact'. Claiming a free table, he decides to sit and observe, but manages to attract the attention of someone nearby.
