What Marika actually says: "That will be up to Captain Picard, I expect. He's apparently a very busy man."

But hey! Choking a crew member is a great way to get the attention of a Captain! Not benevolent attention, but you'll probably hear from him soon. And Marika is willing to talk as long as it takes, because talking isn't fighting.
