Spike was not looking for anyone in authority. He was kind of miffed at the whole being kidnapped thing, but for now, being kidnapped to a bar seemed like the least of all possible evils. So he'd play it low key, for now.

Low key, in his case, apparently meant arguing with the bartender about the merits of getting shitfaced on Jack Daniels.
