At least Chang is reasonably savvy and not above research (though he will miss having real books to hold) so he's less overwhelmed and more resentful.

(I think... the Klingons consider them officially a nuisance, but unofficially appreciate the fact that they refuse to be civilised. That would certainly appeal to Chang as an individual.)
