My thinking is she's just got lousy coping skills and Oliver's vanishing only made things worse (and she was mostly a party drugs girl but had slips into the nasty stuff when things got too much to handle like the pills from her wreck, which was the first kick in the teeth). And within Arrow proper her trust has been betrayed so many times its not funny.

So maybe an unlikely source of support for both of them?
