Julian had been intending to simply speak to Captain Picard about the further complications that had arisen in their own little cluster of crewmembers. He felt that the Captain should know that he had a potential temporal paradox waiting to happen, and since he was Starfleet, he could request access to the bridge--through proper channels of course.

So he's there as the Kira from the other side appears, in a flash of light, and he almost immediately steps backwards.
